Services Overview

  • Ministry of Electronics & Information Technology (MeitY) has notified Electronics and IT
    Goods ( Requirement for Compulsory Registration) Order 2012 on 3 Oct 2012 for fifteen
    categories of electronics items.
  • As per the Order, no person shall manufacture or store for sale, import, sell or distribute
    goods which do not conform to the Indian standard specified in the order.
    Manufacturers of these products are required to apply for registration from Bureau of
    Indian Standards (BIS) after getting their product tested from BIS recognized labs.
  • Bureau of Indian Standards then registers the manufacturers under its registration
    scheme who are permitted to declare that their articles conform to the Indian Standard
    (s). The registered manufacturers are then allowed to put the Standard Mark notified by
    the Bureau.
  • Compulsory Registration Scheme is operated under Scheme – II of BIS (Conformity
    Assessment) Regulations, 2018.

Who can apply for CRS ?

Manufacturer ( factory owner ) of any product, which comes under the ambit of
Compulsory Registration Order notified by MeitY or MNRE.

Steps Involved in Registration –

  • Obtain Login Credentials
  • AIR Appointment ( if applicable )*
  • Generate Test Request
  • Submit Sample to Lab
  • Apply on Portal on receipt of confirmation ( post Release of Test Report online )
  • Fee Deposit as per Fee Structure of CRS.
  • BIS will scrutinize the application.
  • Any Query on application has to be replied by Applicant online.
  • Registration will be granted by BIS and uploaded on Applicant Portal.

Inclusion and Govt. Charges–

  • Registered manufacturers can request for inclusion of new models of the same product
    and brand under same registration number
  • Registration is initially granted for 2 years which has to be renewed for 2-5 years.
  • Applicant has to follow the guidelines for use of Standard Mark and Labelling
    Requirements under BIS CRS Scheme after Grant of Registration.
  • Charges for First Model is 53,000 Plus taxes that is 62,540 INR and further
    subsequent model inclusion charges are 30,000 plus taxes that is 35,400 INR
  • Subsequently Testing Charges are as per product.
  • DURATION : First Model registration will take approx. 30 -45 days post document
    submission. Further any model inclusion will take around 20-25 days.

     • MSME Certificate ( if applicable )

     • Certificate from Directorate of Industries or Industry Centre (applicable for
        Proprietorships only )

  • Brand Details –
    • For Registered brands:
        • Registration certificate
        • If owned by others, Authorization letter/agreement from the brand owner
    • For Un-registered brands:
        • Copy of TM application, if applied for
        • If owned by others, Authorization letter/agreement from the proprietor of the brand.
  • Undertaking
    • For Test Report
    • For IS 13252 ( Part 1)
  • Test Report

Documentation Required for Foreign Manufacturer –

  • Authorized Indian Representative & Affidavit
    • Nomination Form Sealed and Signed
    If Liaison / Branch Office of Applicant is in India
        • Certificate issued by the Registrar of Companies or any other relevant document from
          Government/Statutory Authorities which establish proof of its liaison office or branch
          office in India
        • Affidavit cum undertaking (on Rs 100/-non-judicial stamp paper, duly notarized) from the
          CEO/MD/authorized employee of said liaison office/branch office as per Format A
          along with the authorization letter mentioned at 2. of Format A.
        • Copy of ID Proof of the person signing the affidavit
    If brand owner or registered user of the brand is in India
        • Document establishing the nominee as the Brand Owner or Proprietor or Registered User
           of the Brand/Trademark in question;
        • Document authenticating the identity of the nominee (such as Certificate issued by
           Registrar of Companies, etc);
        • An affidavit cum undertaking (on Rs 100/-non-judicial stamp paper, duly notarized) from
          the said Brand Owner or Proprietor or Registered User of the Brand/Trademark located in
          India or its CEO/MD/authorized employee, as per Format B along with the authorization
          letter mentioned at 2. of Format B
        • Copy of ID Proof of the person signing the affidavit.

Documentation Required for Foreign Manufacturer (contd.)–

  • If other entity is nominated
  • Declaration from the brand owner that they do not have proprietor/registered user of
    brand in India.
  • Document establishing legal status of the entity (Company, Firm, or proprietorship) such
    as Certificate issued by Registrar of Companies, Registered Partnership Deed, etc;
  • An affidavit cum undertaking (on Rs 100/-non-judicial stamp paper, duly notarized) by
    the CEO/MD/authorized employee of the said entity located in India, as per Format B
    along with the authorization letter mentioned at 2. of Format B.
  • Copy of ID Proof of the person signing the affidavit.

Documentation Required for INDIAN Manufacturer –
      • Affidavit as per Format C
      • If Affidavit signed by Authorized signatory, authorization letter from the CEO.
        (Authorized signatory to be an employee of the company)
      • Copy of ID Proof of the person signing the affidavit
